The Byzantine empire were Roman, they had just been heavily influenced by the East, they weren't some foreign power claiming to be Roman, they were what resulted when the Empire basicly broke and half.

Put it to you this way: There's an old George Carlin bit wherein George wonders, what is it that makes a radio station?

Lets say you have a station called WRME. It plays jazz. It has ten DJs, all named "Frank." The station is located in northern Ohio.

Is it still the same station if they change the call letters? What if they only change the music? How about if they fire all the DJs and replace them with ten guys named "Earl?"

How about if the station relocates to central Ohio, changes its DJs and descides to play country-western but keeps the call letters, is it still the same radio station?

That's basically the question you have to ask of the Byzantines. With enough cultural change and temporal distance it's just not the same nation. I'll buy that early on in the east/west split they're basically Roman, but at what point on the timeline are they distant enough from the Roman Empire they're just not Roman anymore?

The Byzantines saw themselves as part of the Roman Empire. They never called themselves Byzantines. Only after the fall of the Byzantine Empire did we start calling them Byzantines, but the Byzantines saw themselves as Romans, and everybody saw them as Romans.

And, basically, to be the Roman Emperor, all you have to do is say that you are the Roman Emperor...right?
