I happen to find the generalization of any suggestion or topic to be more valid than special cases.

Who cares about swimming?  Why should it be a special case?

As I mentioned previously, sometimes to swim or not to swim is not a question of intelligence, aptitude, skill, etc.

Sometimes it's purely a matter of physical properties, and I think that deserves to be addressed as a different subject (especially since it was the OP subject), than learning ability.

My rock giants are quite intelligent, but put them in water, and they sink like the very stones they are.

You just can't make a stone swim, even a smart one.

In which case, a 0 modifier under race would cover it perfectly, because no matter the culture or personality, he wouldn't be able to.

as i understand it as it is, [SWIMS_LEARNED] means they can swim, if they learn how. [SWIMS_INATE] means they can swim no matter what, like fish.

NO TAG means they can never swim, which is what the suggested tag is supposedly supposed to do. fire elementals can't swim at all because they don't have either tag, and drown very rappidly. no need for the [SWIMS_NEVER] tag that i see, since it's allready covered by the lack of a tag.
