Pretty sure that if their hammer skill is higher then their crossbow skill, they'll use their crossbow as a hammer, since it's designated as one in melee, and not as a crossbow.
Odd, but that seems to be the problem.

Mine did this too. But their crossbow skill is way better.

Try getting them to drop their shields. I'm betting that with one free hand they'll pick up the ammo and start training. IIRC training ammo is always held in one hand and only bolts used for combat are placed in the quiver.

You could also try making them all into their own, single-dwarf squads, putting them on duty, then giving them a patrol route and then deleting it, moving their station around, and then combining them back into multi-dwarf squads and removing them from duty.

Sometimes ghost data gets stuck in military dwarves' minds about what their responsibilities are. This process seems to reset their clock and get them to change what they are doing.

Do they have quivers btw? Just curious.
