Smelter reaction mod

Would it be possible to mod in a reaction to melt an Ice block into 7/7 water or a bucket full of water using fuel?
It'd give me something to do with the 4k Ice I have.

This.  But no, it's not possible -- 7/7 water isn't an item, and while the water in a bucket IS an item, unfortunately you can't specify a container for reaction products yet.
