Are we going to do a no-edit rule so people can't "Reserve" posts all over and then edit them to ninja the continent bonuses and retroactively react to other attacks?
Yes. Ninja edit, and your country becomes so confused at the contradictary orders that they will do nothing for the Round.
Also, will we be able to post actions in parts? Like, say I send 5 nukes at the Armok Alliance and The People's Democratic Socialist People's Liberty Republican Republic of The Congo responds by sending 5 at me. Am I then allowed to add a repair action and deny him his bonuses?
The rules state that you can decide to send one nuke or build one city. You can't send 5 nukes at the time, you can only send one nuke at the time.
One more. Say I spent all my money for the turn, but I'm about to efface someone from the planet. Can I rebuild cities the turn after?
As above, you can only rebuild a city or nuke another city. Any money you receive from effacing someone from the planet will likely be spent next round.
There's also a lot of possibility for everyone to run out of money, here.
Say two people each spend all 15 of their War Dollars - one is attacking the other, one is repairing everyone.
They are now both helpless forever.
In fact, it seems that a stalemate is the only reasonable end, unless you have some way of getting War Dollars back faster. If you wipe someone from the face of the planet, you only get 2 dollars back... If they keep even one city, you get nothing.
Hm. Good question. I gotta think if I should go for an automatic cash infusion, have the player petition the GM to get a cash infusion, or have players sell their cities over to me to gain War Dollars (cities that you sell cannot be rebuilt, of course, they belong to me).
EDIT: As for when the game start, I'll likely have it start now so that this thread doesn't degenerate into a flame war. Let me type up a list of all the nations, and their starting treasury and cities. The possiblity that people may run out of money will likely be resolved later...
