If you ever want to complicate:

Have each continent have 15 "slots". Each slot can be occupied by:
1 - City. Provides population and workers.
2 - Factory. Provides WarDollars.
3 - Anti-ICBM Defence System. Each automatically eats 1 WD to intercept up to 2 nukes, if any are present, and the nukes' targets are unharmed.

Each turn, your WD increase by the amount of factories you have. You cannot have more WD than you have cities and factories combined. A WD can be spent on constructing a city, a factory, an AIDS, or a WMD that is immediately launched at something with no vulnerable stuff like silos to worry about. As long as you have Cities, you can build Cities and Factories. As long as you have Factories, you can build AIDS and WMDs. If at any point in the game you are left with no Cities, you lose. I think that covers all bases and is at least somewhat balanced. Opinions?

It seems only NEET LANDu (IndonesiaWarMinister) is the last nation who has not posted any action yet. If he does not post in 1 day, the next Round will be advanced and stats will be updated.
