No. You have to generate a new world.

The creature stuff will, provided you're not adding another creature altogether (orcs), but the entity stuff will not.
The PROGRESS_TRIGGER_SOMETHING:2 stuff, as I recall, kicks in at fortress size 2 - 80 dwarves
Although the Wiki article on Entity tokens seems to state it uses wealth; that's contrary to all the evidence I've seen so far...
That is to say, as far as I've heard, PROGRESS_TRIGGER stuff uses the noble title fortress size: size 2 of which is 80 dwarves, incidentally

yeah i had tried the whole creature stuff, but i never actually saw the effect on the progress trigger thing...

still i have 105 dwarves, each time a caravn come i get at least 2 goblin ambushes, but still no sieges.... odd, anyways im trying to make the elves mad so i might get something else to kill :P

Removing the ability for goblins to speak means they cannot form any treaties in the game world. Because they cannot form any treaties, they can never be at peace. Thus, a world genned with mute goblins will always have these goblins being hostile to everyone.

If you a gen a world where goblins can speak, but then make them mute later on after you've already started a fortress, the diplomatic settings have already been established with the old rules.



Note that I have not explicitly tried this out myself, but I do know that peace/war is determined during world gen and frozen once you begin to play the world, and being able to speak or not being able to speak massively influences how that particular creature will handle diplomacy.
