The armor is obviously incredibly thick organic armor. Explains why you can't swim upwards without special suits, too.

No, the point is humans shouldn't be getting into gunfights at the bottom of the ocean.  Nothing else about the game is anywhere near as retarded as that one simple logical quirk.

Of course, in X-Com 1 you could send people to Mars in the basic fatigues, so I guess the retardedness quotient balances out.
