Starting in enemy territory

So I finally got a world where I'm at war with other races but when I start in their locations they come up as friendly, does anyone know what the problem is?

Do you have invaders turned off in the init file?

Actually starting right on top of a Goblin tower (or any site) is currently broken.  All native civilized creatures are automatically friendly, no matter what their relevant nation or entity would suggest.

If you want to give up a few minor features, you can go back to version 38c - embarking on a goblin site will put you in very hostile territory.

That's why that fails so hard when I try it. Although usually I just find the towers (Pitiful towers, little more than warehouses.) empty.

I remember reading a story about someone who had the same problem, but when a goblin ambush (possibly from the same civ, just a different dark fortress) attacked his dwarves all of the friendly goblins suddenly went hostile, leading to an epic battle throughout the entire map (he had moved in and taken over the goblin towers, since they don't do anything with them). 

I'm not sure if it was in the current version, but it might be worth giving it a year or two and seeing if an ambush arrives and sets them off.
