[40d9] Floors above fortification-carved constructed walls

I ran into a relatively minor bug. 

I constructed a row of 2 z-level high walls.  I then carved fortifications out of the both levels of constructions.  When I deconstructed the top level of fortifications, the construction material fell down a z-level because the floor above the walls-turned-fortifications had disappeared.

This doesn't happen until you remove the second level.  After all, if you build a wall and carve fortifications out of it, the floor above it remains.  Perhaps this has to do with the fact that when you remove a construction the floor above it reverts to its natural value, like veins and such.

On that note, why don't fortifications have a floor above them?
