I think "paint only" and "lowest compresion quality" can't go together - Paint doesn't allow setting the compression for JPEGs, at least I have not found a way to do it.

Alright, paint only, circle tool only, those are the rules established.

Because of the nature of the round, the picture slots in round 11 will be given on a first come, first serve basis. Any chosen paragraphers may switch to a picture slot if one is still open.

You can interpret the rules that way if you want Vlynndar, just so long as you follow them, because I clearly don't remember typing "no pixel art".
