Severed limbs ?regrowing?

This seems a little odd but one of my liberals had his right leg blown off with an M4 and later he had his leg back. After going to the hospital I checked his stats and it said the right legs condition was liberal. I've also had it happen with people not going to the hospital, they were just patched up by my guys with high first aid. Is this supposed to happen?

Also I'm using version 3.18.0
