Seeds being placed in furniture stockpile

I created a custom stockpile next to my quern, to hold only bags.  Dwarves placed bags there, but then other dwarves began placing seeds in the bags.

Correction:  I guess this isn't really a bug after all.  They decided they needed the bags for seeds, so they put seeds in the bags, then moved the bags to the seed stockpile.  This is the normal procedure, as I've seen before.
