Can a dwarf get legendary stats ups by being idle or does it only increase the skill.
A fort sized lounge would be fun to do.

They can, shockingly. But to do it well you want to make a Tiny meeting hall, to create a dwarven clusterf*ck

A one tile meeting zone is obviously the most efficient for this purpose. That way, all your idle dwarves can talk to each other and everybody else they're lying down on top of.

When this happens, they gain stats very quickly.

You see, they gain stat's because they're not only talking with each other as they lay down on top of each other.
