A mad scientist type noble would be a good way to do it. Insanely expensive and requires lots of space but occasionally, rarely, comes up with something useful. Kinda like a normal dwarf, if he gets a "mood" he figures out some new principle.

But most (95%) new developments would come iteratively out of your craftsdwarves, not the mad scientist, while still allowing players to have fun keeping their mad scientist, who might occasionally blow things up.
