If you want to read a further-fictionalized take, the excellent Something Awful LP has a good description of the general idea.  With some derailing to get all the cool special events.

They never even played as the pirates!!! Those guys were the best. I always preferred The University of Planet or the pirate guys, though I can't remember their proper name. I always found it funny that the Spartans were pretty easy to kill of quickly despite being the military ones but the dam churchies were almost always the biggest thorn in my side late game.

Speaking of neural networks, try searching for "creativity machine" in google. The sixth link from the top has an interesting embedded video. I can't paste it now as I'm posting from my iPod Touch.

So after reading the whole LP I decided to install it on my machine, (Edit: Should point out I already had it installed on a different computer) then getting fed up of being unable t play as both pirates AND university I made my own faction of marine biologists, but I'm stuck for base names. Anyone out there willing to give me a few ideas? (Also if anyone wants the faction I could upload it somewhere, think University+Gians on water)

Can't really help you there. When I played the game, I usually renamed all my bases save for the capital. My syntax tended go something like [Location{mountain, sea, island, etc}] [Research/Production/Mining/Farming/Energy] Base [Number, if there's more than one.]

It was good for organization and optimization. If you dedicate specific bases to specific tasks, it becomes a lot easier to manage. At least, until you get the orbital mining, sky gardens, and orbital solar arrays. A few of each and you'll be generating an obscene amount of revenue.

Edit: Then again, I usually played the University, so I feel justified in my sterility.
