Perhaps the mutants could be set to have one stat really high, with all other really low.  Thus, they have superhuman levels in one area, like strength or agility, but lousy levels in other areas.  Also, they should probably have low health and charisma, regardless.

maybe if you have a mutants you can do a super pollution issue of the LG,
I.E. see the true cost of pollution!
maybe mutants can have ther stats change little bit every few days.

Agree, plus that's about the LAST thing *I* want to see from this kind of game - author spending valuable development time on useless graphics.

I like the idea of mutants being excessively good in one stat, but it could cause problems when the mutant with 15+ agi and a handgun can slaughter everything in his path

That's pretty much what mutants do; in general, you know. Well, unless you count cancer patients.

Most mutations are bad. Very, very bad. I'm pretty wary of making mutants powerful, even in a single-stat, unbalanced sort of way. After all, as pointed above, this teaches the youngsters that pollution is good for you... and I don't think any of us want THAT to happen.

When the pollution issue gets too bad, sometimes you run into mutants (aka mutated humans), who have really low stats.

Hmm. Why not think in the direction of Ghouls in Fallout 3? Feral ghouls to be exact. Just not hostile.

I'm 15 and in no way impressionable, thank you. I like to think that I try to look at all the facts before making a decision and then willingly change my mind as new information comes along. Or as a conservative political opponent would call it: "Flip-flopping"
