That's kinda overkill as we already have the virus under quarantine.  There's a thousand miles of deadly cold ocean between the infected and the closest other settlement.  So you are establishing a quarantine around a quarantine.

Quick, somebody establish a quarantine around the fleet!

I checked the options and it is turned off.  That didn't prevent my city from getting contaminated however.

"No plague" probably means the plague won't start because of starvation, but actual plague weapons still work.  And suddenly I'm regretting ignoring Biological research...

Don't worry, Il, this outbreak is contained.  I'll even have a hospital built soon to help the city resist the plague.  But if an outbreak occurs, I've got an engineer stationed nearby to raze the city to the ground.

To give a more mechanical explanation: the plague bomb unit will expose all enemy units and cities within a few hexes every time it's in combat.  An exposed unit or city will make a check each turn based on health, # of hospitals on the planet and if you have the cure for necrosis technology.  Best case scenario, the exposed unit or city fights off the infection, worse case scenario, they get the plague, middle ground, they make the same check next turn.  Once a unit or city has developed the plague it has a random chance of spreading it to others nearby.  It's also possible to develop the plague through starvation (but only if that option is on, which it is not in this game.)  Once a unit or city has the plague it will lose health every turn until it dies.  It can not lose the plague.  All the cure for necrosis technology does is reduce the chance of contact leading to infection.

What happened to me is that I stumbled across rebels in a ruin who had a plague bomb with them.  The plague bomb gave a nearby city and the unit in it contact with the plague.  It remains to be seen if they will pull through or not.  I don't have a hospital on that planet (yet) or the Cure, but they are at full health at least.

Vexingly, the Nova techtree has it so that in order to research the Cure for Necrosis technology, one must first research the technology to make plague bombs which, unsurprisingly, pisses off the inquisition.

How did those Rebels get them? Do this just spawn with it like the Guerilla rebels in Civ II do?

There are ruins scattered across the various worlds of the empire.  These ruins tend to be inhabited by rebels or symbiots who are guarding the valuable goodies inside.  However these enemies don't appear until you attempt to move a unit into the ruin.  I inadvertently moved a unit into one of these ruins and imagine the surprise on my face to find a plague bomb of all things.

It's Aqizzar.  Aqizzar, with no 'U'.  Turn's done.

I've found another...  I dunno if it counts as a bug, but an incomplete section of game.  As you'll notice on the galaxy map, I conquered the planet Tethys a few turns back.  It came with no useful infrastructure, so I've been exploring around looking for places to build mines, and I've painstakingly discovered something.

Tethys is completely devoid of special features.  No ruins, no monasteries, not a single tile resource bonus anywhere.  It's as if the map painter got finished placing the rebel cities, realized it was 5:08 and called it a day.

Wierd, I thought the nova guys remade all the maps and they weren't pressed for time like the original devs.  Someone should load Tethys in the map editor to see if it's a bug with our particular game.
