Ugh, worst turn ever.  First, I land too close to rebel STS and lose a transport.  Then my little bother exits my game without saving.  So, in the interest of fairness I had to do it again which was about 10 times more painful then the first time around.  It seems that Criticorum is a black hole that sucks transports to their doom.  I needed that ship, it's left troops that should be out liberating stuck at home, useless.

If a technology is proscribed, is there any way to unproscribe it?

Or is it possible to wind up with all technologies proscribed?

I believe technology can't be unproscribed but it's not easy to get it proscribed in the first place.  The AI doesn't proscribe techs unless paid to do so in this version IIRC.
