Bins have wheels

Have it so that hauling bins does not have nearly as much speed penalty for weight as other items, but you can't carry them down stairs - ramps are required.

Such a change would essentially eliminate stairs as a viable tool for building forts, bin transport is so critical.

Are you kidding? These are dwarfs we're talking about here. The day a dwarf can't pick up a bin and carry it down the stairs, even a bin with wheels, is the day I eat my cat.
