I used the world from a community game to build a fort and I chose the world (http://www.bay12games.com/forum/index.php?topic=24863.0) because it is known to have no other civilitations other then koblins and elves yet now I recieve this:



and this as proof that it is in the named world.

The kobold stole something, like you said there are only elves and kolbolds in the world.

EDIT

Caravans are spawned at the edge of the map, not in the civ.

Also, maybe the guy was wrong? did you check for a human civ nearby when choosing a site?

I believe the reference is to the human guild representative and caravan, not the kobold thief.
