Yep. Although they added other combat wands to counther that (iceblast, acid). All in all, wands did not suffer much. rMut absence hurts, but surprisingly not as much as expected. Its simply hard to keep a good mutation list from mid game into the end game. Clarity was a much more sensitive loss in comparison, at least for me.

The ##crawl channel has a "footv" feature where you can stage pitched battles between NPCs on one of their SSH things.
You can also do that locally, thats what the arena feature is for.

I haven't played 0.18 yet - I think I'll wait til I get a few wins first. But, I think part of the reason they removed the wands they did was because of the new god, Pakellas? who gives the ability to recharge wands. that's a pretty significant boost there, from what I understand. But, that kinda nerfs the new guy a bit.

Or am I misreading it?

It turns out with high Evo skill and Pak's Device Surge ability, a surprising amount to carry you through a large portion of the game. It falls off later on but the damage is done by that point and by then you're slinging 27 skill rod abilities and various evokables.

Unless you chomp on all that mutagenic meat and drink all those mutation potions! :P (Real story--I got a nice list of good mutations from all that--albeit at a loss of a helmet slot, but that didn't matter for my only 0.18 Formicid win).

Last I played was ~0.7-ish, so I'm really unfamiliar with these combat wands.

How powerful is the Evocations skill anyway? :O I've only played with Invocations and can infer that it helps those summoning items (ie Fan of Gales/Lamp...of fire?/Phial of...water?...Bag of spiders!) but also wands--how does it work and what significant level milestones exist?

Evocations for wands is like a spell's school. The spell power, and by extension things like effect success chance, damage dealt, sometimes AoE. With decks, it's a bit less clear cut, but if you're not following Nemelex they're probably not worth your time anyways. They have what amounts to a big step function, and Nemelex gives you a huge push along that curve. Misc evocables all get particularly powerful with evoc skill, much moreso than wands. Box of beasts and sacks of spiders will summon much more powerful, longer lasting, and I think more numerous dudes. XP Evokables (Fan of Gales, Phial of Floods, Lamp of Fire, Stone of Tremors) do more damage, have a stronger secondary effect, and I think it effects the elemental they summon somehow? Finally, Disk of Storms. Disk of Storms goes from totally useless at 0 Evoc (You actually cannot successfully cast it with no evocations) to a huge murderboner if you have 20+ evoc and rElec. Its great.

Evocations is a pretty mediocre skill under normal circumstances (so no related gods, nothing particularly weird about the loot you get).  It mainly functions to provide heavy armor characters with a form of special ability that doesn't care how encumbered they are (much like invocation).  Its pretty safe to either ignore it or use it as you please, except that most characters won't want it to be their first or even second priority for training.
