MIND you... if I had to guess, he was hired for the sole purpose that he cannot possibly be a spy.
In real life, this is every spy. Real spies are quiet data entry dudes who could win awards for "most boring person ever"
Though admittedly from later context I'm guessing the character you're referring to is something different, but I thought it was an important thing to note.
It was back when I thought the plot was going to be a Spy drama where someone within the spy agency is a spy.
So they got the one guy who couldn't possibly be a spy (Imperial Academy, indoctrinated soldier, as dumb as a post) as a way to find the one person they could trust.
Now the anime didn't go that direction in spite that being the anime synopsis and what the introductory episode hints at.

On a side note I'd like to explain a bit more about the bully character and how he is such a big jerk that he somehow... can't be taken seriously as a Jerk.
Another aspect of it is the WAY he bullies the main character. The focus of his bullying is less put downs and ego attacks, though it is present, and more... threatening him to not even attempt to apply to the same school as him because it would interfere with his plans.
Which means that the bully character, though he hides it, is clearly threatened that our powerless protagonist through his sheer heroic heart could somehow get into an elite school for super heroes... And he keeps perpetually focusing on him.
Seriously what is his problem?
