Having not actually seen Evangelion, the major difference that springs to mind is that Rick & Morty is fundamentally a positive-ish adventure while Evangelion tends to be fairly negative. Morty still hangs out with Rick by choice, for instance, while in Eva Shinji doesn't have a huge amount of choice in the matter. Rick is abusive but seemingly in an incompetent/fucked up way, whereas Gendo's a schemer. Rick and Morty's friends and family are often kind of screwed up, but in fairly mundane or adventure-related ways, while Shinji and Gendo's friends and family... um.

Perhaps simply put, Rick & Morty could be said to be whimsical, while Eva's leaning way towards grimderp or mundane/angsty slice of life. I'm not sure either could really be said of the other just because both involve alien weirdness and messed up situations.

Marty's meant to be the side-character, comic relief-ish, incompetent every dude, and he definitely lives up to that ideal.  Shinji is meant to be a strong, shounen, robot pilot who actually undergoes positive character development after every challenge.

Needless to say, he doesn't live up to that ideal.

Actually, iirc shinji is supposed to be a whiny bitch, the same way asuka was supposed to be a cunt-a-saurus rex. And rei was supposed to be so bland as to be unappealing.

Only one character failed to live up to what anno wanted in that series.

Yeah, if one were to tell a person, "Hey, check this super violent giant robot fighting anime", said person would expect the pilot of the giant robot to at least resemble badass.

Instead we get teenage head case, child soldier draftee Shinji-kun. 

It's all about expectations.

Almost none of the theories like that about what Anno was supposedly wanting to do with the show are backed up by any sources. Take them with a grain of salt. Those are all more like fan theories of the "Anno secretly hates the fans" type. It's BS.

Anno didn't even have all that much input into Rei's character design. All he told them was that she had to be sad. The character designer just re-used a character design from his own manga, and the "white bandages" in her first scene comes from that character designers favorite j-rock song, "The girl with white bandages". She was given brown hair, but Anno was worried she wouldn't be distinct from Asuka. So the designer just chromatically inverted Asuka's hair color: orange->blue. The reality is always much more mundane than ridiculous theories.

The idea that she was "deliberately unappealing" or was some sort of meta-commentary on Otaku. I've looked into this. There's no basis for that. Gainax even made their own Rei porn games you can buy. The opening shot of Rei in the TV show is a close-up on her tits & crotch. Gainax created "Rei smut" in the first place. The idea that they then were all high-and-mighty going "look at you losers, being attracted to the sexualized girl we created! Shame on you!" What a lot of shit. The guy making soft porn doesn't get to say that.

I'm going to curse myself for doing this, but I want the sources where you heard this from. Interesting perspective, and I also believe some fans put more stock in production than production ever did, leading to certain myths.

As far as I can tell, the Rei theory stems from a sensationalist Atlantic article talking about Japanese mass suicides, and trying to link that to Evangelion's Rei being a depressed character. It contains some of the article author's assertions, mixed with quotes from an Anno interview. The author makes some factual errors about anime in the article, and it was the author who made the Otaku = Pervert connection. Anno doesn't even mention the word "Otaku" anywhere in the interview. So, rather than being a case of Anno criticizing Otaku for sexualizing things, the real culprit is the writer from The Atlantic trying to "sex up" the story about Japanese suicides.

Yeah, Anno does slam Japanese people in the interview. But his target of choice is salarymen who read porn and manga on the train, i.e. he clearly slams mainstream Japanese culture, not otaku. As for the sexualization of characters, there's another Anno interview somewhere. What he basically says is that "anything that gets popular gets sexualized. It's been like that since the dawn of time". Yeah, so he's saying that it's human nature to sexualize things. Nothing specific about Otaku.

What the interviewer seems to have actually asked Anno is "why do you think a character like Rei resonates so well with the Japanese people", to which he answered by talking about how Rei is a profoundly sad / damaged character who feels powerless over her own fate, and that the Japanese national psyche was damaged by the aftermath of WWII, when they became dominated by the USA, thus did not control their own fate. So in other words, he actually said that Rei appeals to the Japanese because they see themselves reflected in her. If you read the parts Anno actually wrote, that's the only context that makes sense.

The version of this that turned into "Anno thinks otaku are big manbabies who only like Rei because they are scared of real women" is complete bullshit in other words.
