Odd Reelya, I've never seen the word Yanki used for non-American characters.

I will admit I've rarely heard it used for characters who weren't punkish, but it tends to be used for Americans.

Fruits Basket episode 1 is an example, that's what the fanclub girls call the tough girl who is friends with the MC

Isn't she from America?

Well "recently" here means the 1970's. That's when they yanki subculture appeared in Japan, peaked in the 1980's and it's now pretty much an anachronism that you get in anime. That's why characters in anime sometimes ask things like "what decade did you pop out of?" when they meet cliched "yanki" gangs.
Exactly what I meant.

So, a Yanki is a reverse Weeaboo/Wapanese basically?

Except not really. Consider that there are mangas which have the word "yankee" in the actual title, and they have nothing to do with being "reverse weeaboos".

So it doesn't always mean that.

Well my best guess is it started via a 1970's youth thing in Japan where highschool-age thugs wore 1950's-American style delinquent hair cuts + attitude. But since then, the label has expanded to mean this type of delinquent in general, regardless of whether the specific attributes are American or not. For example, the surgical masks they wear to intimidate people, and they're almost always shown wearing traditional Japanese school uniforms, except "thug-like".

Think Jotaro. He fits the trope to a "T". Space Dandy is also a classic yanki, I can't help thinking that the concept was originally "Space yanki" but changed because of the confusion that term could lead to internationally. there's nothing "dandy" about him, and that's not even a term in Japan for what he is, whereas "yankee" is a real japanese term, which is used to describe people fitting Space Dandy's description, the pompadour haircut, the elvis-type sneer, the way he walks slouched over with his hands in his jacket pockets, all classic Japanese delinquent aka "Yankee."

Warning: tvtropes.

Quote
Female delinquents often have their seifuku in some form of purposeful disarray - unknotted scarf, loose socks, partially unbuttoned top, or the skirt hiked up. An unusually long skirt and a coat/jacket also indicates a tough cookie.
Quote
In Japanese, delinquents are referred to, both in real life and in fiction, as yankii (as in "yankee", because of their rebelliousness and Hawaiian-patterned shirts they sometimes wore rather than an affinity with the USA), while their leaders are called banchou. Female leaders can be called sukeban or onna banchou.

Fruits Basket, ep1, 5:30 +, other characters call the tall girl a yanki (it's the same in the sub or the dub). elements that make her fit this are, the hair over one eye, mean expression on her face, long skirt (when all other characters in the show have short skirts). extremely long skirts were a popular look for female delinquents in the 1980's. Sometimes they're depicted with a trenchcoat, no shirt and their boobs strapped down with bandages.

No one disagreed with you I think..

I draw the line at Space Dandy! You've officially read far too much into this.

Not sure about the name thing, that's a conjecture.

but it's clear he's a carbon copy of the type called a "yanki" in Japan: the slouch walk seen in the credits, the pompadour, the sneer, the way he talks (japanese version), that's all classic delinquent / yanki. Plus he has a "hawaii yankee" robot transformation. Note in some sources it says the Japanese delinquents used to wear Hawaiian shirts. Dandy's transforming robot has a Hawaiian shirt and a thing that looks suspiciously like a pompadour "haircut" on it's head, just like the type of delinquent they call "yankis" in Japan:

Clearly the "yanki" delinquent was the archetype for Space Dandy.

I've also noticed that most of the time, if you see the leader of a biker gang in an anime, he's probably got a pompadour.

Hitsugi no Chaika looks pretty nice as well.
I'm usually not the kind of guy who enjoys a lot of adventure anime/manga, but every now and then they can be nice.

That moment when you reach the latest release of a manga you just started reading.

It's like 'CRAP!'. 'Wait... now I won't have to worry about spoilers'. '... CRAP!'
