Incorrect.  If you lose in a revival round you can't make it up in another.  The not being a zero-sum game is correct though, you'll see why.

This guy is fucking BANANAS.
At some moments he pulls off that badass huge admiral look, but at all other times he has a stupid look on his face and looks like a buffoon.  His appearance doesn't matter though because this guy can destroy ANYBODY.  He has the speed of LIGHT.  LIGHT SPEED ATTACKS AND MOVEMENTS.  As his attacking on Hawkins showed he can move freakin' fast.  All while his mouth hangs open and he makes baby noises.
Just wow.

That was the most BADASS game of musical chairs I've ever seen.  Seriously.

Although I think it wouldn't've been too difficult to get Akagi or Fukunaga to just tail one of the other leaders constantly.  Although I guess the manga did clearly state this was impossible...
