Envy was always presented as a non-combat homunculus, especially in the manga (I mean, he runs off after meeting Ed for the first time).  His strength lies in manipulation, but it seems he gets fewer and fewer chances to use it later on :/.

I don't think Wrath ever could regenerate.  He was just so awesome he never got hurt.

Which seems kind've arbitrary since there's no reason for him to NOT have regeneration, especially with how close he lived and worked to Father. That reminds me though, it's never elaborated on how his "Ultimate Eye" works. It was just apparently super awesome, and that was it. No explanation whatsoever, and I was really waiting for it.

Also, Envy was not good at manipulating people. His best accomplishment was convincing a little girl to take him back home so he could swipe a new body. After getting his new body, he then succeeded at all of nothing before getting killed horribly.

Heck, Envy was basically insta-killed by Gluttony half-way through the series by being dumb enough to stand around and get hit by his super-dimensional belly beam. He'd have died right there if Ed had not been a nice enough guy to bail him out along with him.

This leaves Envy as being the least competent of all the 7 homunculi, in my honest opinion.

Haha, yeah, I kinda noticed that. Envy couldn't do squat in the manipulation department... I guess killing Hughes is something, but not a lot, when you think about it.

Wrath is a human.  The others aren't.  Wrath still ages, while the others don't.  He just operates in a different way.

I think the eye is meant to just see everything... very well.  Not particularly complicated.

And I suppose having the one representing Envy as the weakest is... somehow fitting xD.

My guess is it was all in the way of implementation, notice how Bradley didn't have split personality disorder like Ling had when he got Greed. Mayhaps they learned from Bradley, mayhaps it had to do with how willing they are.

Could Ling regenerate?  I thought he just hardened a lot.

If so, it may just be a characteristic of the homunculus.  I mean, otherwise it'd take about 900 chapters to defeat Wrath.

I'm pretty sure if Ling ever regenerated, it was just a creative way of using the Ultimate Shield. I don't recall him ever doing it, though.
