Okay, so their plan is to stave off heat death because magic exists and emotional energy can be converted into traditional hard-physics energy. IIRC Grief--that is, negative emotions--are more powerful. So assumption one, that all emotions can provide energy. They've shown that they can make people biologically immortal and extract emotional energy from what are functionally still souls trapped in their jars (albeit in a modified form). Likewise, the MG -> Witch cycle is clearly a constructed system.

So why not lich people but instead of the Witch cycle just allow emotions of all sorts to accumulate in the soul gems without the enhanced grief spiral or transformation. Every so often have a coobie siphon off excess emotional energy. MGs are biologically immortal, so they are effectively infinite-duration free energy generators. Certainly a Grief Seed is a big burst of energy, but the coobies are working on a cosmic scale. Would siphoning emotional energy for any length of time which does not exceed the predicted lifespan of the universe from a given MG exceed the energy gained from her Witch's Grief Seed? If so, then the latter is both more evil and less efficient.

Moreover, without the impetus towards conflict that the MG -> Witch cycle is, you can have astronomically larger numbers of MGs in any given population. Furthermore, MG involvement cna help uplift a target species if they're numerous enough to represent a meaningful fraction of the population. If coobies are honest from the start about the deal being "You get magic superpowers and biological immortality plus enhanced emotional depth, we get to take some of your excess emotional energy to keep the universe alive", then they end up with a bunch of client species lower down the civilization scale which are probably both grateful and willing to work for the same goal, plus millions-billions-god knows how many immortal free energy generators.

Instead they were assholes.

Or, assumption two, only negative emotions work. And it's even less of a reach, because Soul Gems = Grief Seeds and coobies are clearly capable of extracting emotional energy from the latter. Okay. Same deal, except don't enhance emotions as much. So instead of the above, it's "We'll give you magic superpowers and biological immortality in exchange for weakening your negative emotions. Lower gain, but millions-billions-whatever of weak infinite free energy generators are still better than thousands or tens of thousands of moderately larger infusions of energy per year.

Remember, the coobies are probably on the border between being a Type II and Type III civilization on the Kardashev scale. They had total control over the design process of the MG system. And they chose to do it the way they did because plot they're liars and actually do feel emotions, but only schadenfreude.

Except that it doesn't make sense for that limit to exist. The entire system was created by the coobeans. Both Soul Gems and Grief Seeds, as well as the processes of the former becoming the latter and the latter cleansing the former, are of Allicuugator design. The only naturally occurring element in the system is the fact that human emotional energy is also literal energy which can be transformed, used, &c.

Depending on how you interpret things, the magic might be an expression of the soul powered by emotional energy (think AT Field), or it might be coolbee Clarketech powered by emotional energy.

In other words, assuming that it's true that the only way to extract energy from the system is by allowing a MG to witch out and turn her SG into a Grief Seed (and not just another lie), the Uubator Inks deliberately designed the system in order to make that the only way to do so. They could hypothetically have designed any number of different systems for concentrating and gathering emotional energy, most of which would have been more efficient.

For that matter, even within the canon MG system, the only thing differentiating MGs from Witches is the fact that the latter have crossed the grief threshold and transformed. The only thing that causes that is negative emotional energy, which the coobies extract from Grief Seeds. Why don't Grief Seeds turn back into Soul Gems after that? Even within the shoddy canon system that would add theoretically infinite repeat use of any given subject, barring the occasional suicide-by-gem-crushing.

Basically the canon MG system is pants-on-head retarded for what it's allegedly intended to accomplish. There are a couple of possible explanations:

1. Coobeys aren't just incapable of feeling emotion, they're also incapable of long-term planning and critical thinking.

2. They're lying about what the energy is for, it specifically needs to be negative, and they don't care about long-term sustainability (on the cosmic scale).

3. They're not actually the ones that set up the MG system and are instead just a relatively primitive species leeching off of it for their own purposes, which might be as per canon or something else entirely.

4. Coobey lied about their ability to feel emotion. They can, and they enjoy causing pain and suffering. Maybe their stated goal is real, maybe not, but either way they get to hurt people as deeply as possible without potential for retribution.

That's all I can reckon.

They make sense if older MGs become steadily more emotionally stable, generating less and less energy (As they shift from young girls to immortal warriors), that they have humanity seeded across many planets, and that they prefer to destroy civilizations before unpredictable people with alien ways of thinking develop to the space empire stage and have any ability to threaten them.

They might not even want lots of excess energy. Perhaps politics (internal or with other civilizations) gets in the way of gathering 1000x more than they need to stave off entropy.

Eh, if you want a plausible excuse, an easy one would be to assume the bunnycats had actually tried that long term general harvesting plan already. It'd be easy to fit their actions as those of a group that has already tried alternatives, of a race that started out as emotive as humans, maybe even moreso, and had their current state explicitly due to an attempt at something that seemed more sustainable on the face of it. Their actions vis a vis harvesting other emotional types would make sense if trying that had lead to a gradual species wide degradation of the ability to feel, leading to how they are now.

Double bonus points, the bunnycats could actually be the time displaced remnants of a future magical girl society that did exactly that. They built the system, used it on themselves, and then had everything go to shit. It would explain a lot about the aesthetics involved :V

The latter half of the first bit is something I've considered, but the first bit I'd disagree with. Literary cliché aside, there's no reason for someone who's 2500 years old to be any less emotional than someone who is 25--and that's assuming that MGs' bodies actually age at all. If they don't, then they're still dealing with puberty-levels of hormone-driven emotional peaks even without interference/enhancement on the part of the coobies. Granted, wisdom can temper passion to some degree, but humans are fundamentally emotion-driven creatures and what we can observe among the very old doesn't really support the idea that age and experience will dull emotions.

As for the other, it is a valid concern for them to have... but if they're legitimately and provably benevolent and helped bootstrap humanity without attempting to exert any sort of imperial control, it seems more likely that jolly cooperation would persist. Better yet, as humanity (and whatever other species they've approached) develop and mature, the primary Incubator concern becomes the primary human concern as well-if there's something having a population of immortals would do, it's removing the lifespan-limited blinkers that have generally prevented us from exercising good long-term planning.

The last is probably the best explanation for why they don't ramp it up, but it doesn't explain why they don't use a more efficient and less evil method on a small scale.
