EDIT: I'll whole-heartedly say that Tokyo Ghoul S2 is the worst returning show I'm watching by a huge margin. The
OP is a dead giveaway. It's an action series, yet there's almost no animation in the OP at all: it's more or less a still image of a face with wisps of student-level looking animation. Slice of life shows have 1000 times as much actual animation in the OPs than this. It clearly shows how much budget they're bleeding if they can't even afford to animate the opening.
The 1st ep of this season was quite clearly meant to be the finale of last season: it continues all the storylines that were happening
before last seasons so-called "finale", has the big final battle, and ends with the hero walking off into sunset, while dropping all the hints for next story arc. The final episode of season 1 was an NGE-level cop out which explored the psychological state of the MC for an entire episode, without touching on the plot at all. Along with the shitty new OP, it's clear this show has some serious production issues. How often does an anime completely fail to deliver the season final episode and have a barely-animated filler instead: probably once per decade. Maybe because it's Studio Pierrot they're not used to working in the 12 episode format, since they can just stretch stuff out as much as needed with their usually weekly animes. But that doesn't fly with 1-cour seasons. You do need the actual finale to be ready on time, or people get pissed off.
Cop-out season endings due to deadline/budget failure isn't the only thing it shares with NGE: It's plagued with an annoying MC who constantly complains "don't look at me, I'm a monster. How can I live like this?" At least he talks a lot less in season 2, so I guess he got used to being a monster now, leaving him nothing to say.
