Here goes... I don't even know how to do this properly. Your post wasn't very clear. An explanation would help.

I propose that we should be able to propose 2 propositions per turn.

I propose that:

• Proposition numbering will be assigned by the Judge (103.C) between phases I and II as per Rule 104.A, and (s)he posts a summary of the numbered propositions between those phases for easy voting. This means that Rule 102.C.III is strictly useable by the Judge only.
• A. This rule supercedes the requirement for a new rule-number in any proposition format for propositions only. Modifications or transmutations of existing rules do need their already existing reference number.
• B. Players should not be encumbered by finding out what the next free number is.

* Siquo is a programmer. Syntax and disambiguation in concise yet unreadable sentences are how I make a living. All it said was: numbering is done by DFNewb (his proposal said we should do that), and he summarizes all proposals before voting, with numbers, so that when we vote, we vote for a proposal number. This also helps when more than one proposal per person is allowed.
