Building buildings before the area is dug.

My suggestion is that you can place blueprints for buildings on dig designations so that as soon as the area is dug out, you have a dwarf run in and build it.

And you can't eat them, either, sadly. Even though it'd make sieges so much more fun; dwarves lining the walls, drooling and carrying sharp knives and forks, ready for the upcoming meals.

Sounds good. On the same notion, have miners automatically excavate gem clusters as they encounter them (options menu, or labor menu) Having it as an option would make sense so they don't hack holes in the walls in the already exsiting structures, but do it if you're mining out a whole z-level
