I don't think you actually can.  I tried to find a way when he wrote that, and I think he's misremembering and conflating when you could assign a weapons or armor rack to a dwarf and it would be used for storage (once upon a time I think) and designating them as barracks.  Leastways, I never figured out how.

Judging by the new FotF: Remaining Items thread, which mentions both 'assigning squads to barracks' and 'weapon / armor racks' explicitly, I'd say those are not yet in the game!

Well I've also noticed 'strange' sparring. The sparring mechanics seemed to radically change some time ago. I think I noticed it after 40d was released. Somehow I connected it with the dev note "made sparring dwarves work on their selected weapon/unarmed skills rather than using their best skills" but I don't know if it's related.

With the new mechanics, wrestlers do indeed become very skilled in a very short time. However armor and shield skills do NOT increase at the same rate. Previously, sparring unarmed with steel armor and a shield would result in generally similar skill levels in all three. Now, though, I have proficient wrestlers who are novice or even dabbling armor and shield users. I can't say if those skills increase more slowly than before, or if the ultra-fast wrestling advancement just makes it seem that way. I have to say that I would rather have more even development, as my pro wrestlers move v e r y  s l o w l y indeed :P

Well Armor Usage and Shield Usage are based on the number of times they are actually used, so if they can dodge a lot of attacks without needing the shield or armor, they will barely rank at all. (I've had Legendary Wrestlers with Dabbling Armor User and Novice Shield User) If you let them start using weapons, they'll rank a lot faster in those areas.
