Two "cold" fortresses - no snow nor freezing?

I'm running version 28.181.40d

I've started two fortresses now in "cold" climates.  Both with a river.  For both, the entire first year I never saw any snow nor saw any bodies of water freeze.

This is over my whole local map (6x6)

I do have temperature and weather set to "yes" in the init.  I have seen a rain shower or two so I do know weather is on.

Just to test I started a map in a "freezing" climate - there, the river was properly frozen at the get-go.  I didn't play this map past generation.

Is there something I'm missing that would cause "cold" climates to be, well, "warm"?  Something in the world gen parameters that has changed  (I haven't touched the parameters myself)?  Or have I just managed to get two anomalous years that happened to be warm?

 Are there multiple biomes in the area? You could have it freezing in one lonely corner with the rest at either a very mild cold or temperate.

temprature varies in dwarf fort,
certain locations seem more regular than others for freezing-unfreezing, and may not unfreeze or freeze at all in a given year
(or may be very very brief)

Even most/some temperate regions freeze. Something is up

Generally when embarking in a cold region everything should start out frozen since it's early spring

Don't dig any holes under the ice, everything will melt in a couple ingame days. Sprung a leak into my magma pipe and was stuck with endless pausing from 'cave collapses'...

Like I said, I've checked all of my 6x6 map - nothing seems to be cold
