if i need an area cleared of rocks, i designate a nearby 1x1 garbage zone, dump them all, and then reclaim the pile.

That's what the "Quantum stockpiling" term refers to, I believe.

I make a 10x10 stockpile on the surface and build huge surface structures around it while haulers constantly bring them up.

At present, I'm collecting them all regardless of type into stockpiles next to the masons shops, and turning them into blocks.  Lots of blocks.  Lots of blocks.
If I have too many blocks left over after the current construction project is finished, I'll drop 'em in the chasm, or more likely atom-smash them with a drawbridge.

Standard block farmer.

Mostly because I like having a safe tree farm aboveground, if any grow.

Before, I tended to use economic stone only for metal production; now I'm trying to use at least some of it for extra-valuable statues and other decorations. I prefer happy dwarves.

Or you could make your own manual stonefall traps.

I've taken to mass-hiding most rock, and any blocking a future stockpile area gets built into a constructed floor.

I used to quantum stockpile, until I ended up with 2000 stone on a square I needed to use for constructing. Took forever to move it all out of the way, and then I was STILL left with 8 tiles with ~250 each on them. Sigh.

Legendary miners. They leave more rocks then you can ever possibly use, unless you plan on cutting the mountain down and then building it back up again... but this time with blocks!

So there's that, as well. It looks like the only chronic problems that water can't cure are nausea and cave spider bites.
Which, coincidentally enough, can be cured by magma.

I used to make them into blocks habitually, until I realized my huge collection of obsidian blocks had a lot to do with the size of the ambushes I was getting.

I leave them be, unless they are blocking a stockpile/farm or other such thing, then they are either quantum dumped or tossed into a chasm/magma.
My legendary stonecrafter and army of masons generally clear out the main living and working areas early on in my fort's life.

....They just refuse to stay down unless butchered, in which case their skins will haunt you until you subdue and tan them. Never has legendary butcher and legendary tanner seemed so valueable as in this release.
