Pressureless water, water running through ice, new development

Somehow I've created running water in the middle of a brook that is, was pure ice.  The water is acting like it's a source and somehow isn't pressurized

Heres what I've done. (side angle)

Mods: I've replaced Goblins with Orcs from the modding forum and removed the [ALCOHOL_DEPENDENT] and [CAVE_ADAPT] tags from dwarfs.

Note: It didn't always act like this. It originally had just melted  into water and was flowing into the cavity below.

EDIT: There's now fish swimming happily around in the brook and the area below it...

EDIT2: Well, I think I've topped the above two bugs. I now have dwarfs drinking water through the top layer of Ice.

Could it be that its freezing and unfreezing repeatedly since ice apparently turns into 7/7 water when thawed.

Water freezing and unfreezing doesn't create the white waves. Plus, this thing couldn't freeze. There's an ice cap on top keeping out the environment.

What "top layer of ice"? There's one layer of water and then a brook floor above that; brook floors have always been usable to get water through

All in all, I'd file this under "brooks are strange"
