[40d] Farmers won't plant aboveground farms, on Z level -1?

Forgive me if this was already reported somewhere... searched around, and didn't find anything similar yet.
Freshly generated world on Mac version of 40d.
The details:
Above ground farms, work fine.
Underground farms, work fine.
Above ground farm on Z layer -1, aren't being planted.

What I've done:
'Channeled' a 10x4 area. Resulting below level was mostly white sand, some phyllite.
Designated a pond zone. Filled until all phyllite tiles were muddy.
Placed two 5x4 farm plots (even fertilized one of them), and my farmers won't touch them (say for fertilizing). Just stand around with a "No job" status.
Both farm plots have Outside, Light, and Above Ground flags.
One of the two has a few tiles with an Inside flag (process of covering them over ala greenhouse).

I have plenty of seeds, which can be merrily planted one layer above just a couple-dozen tiles away.

The only thing I can think would have anything to do with it, is the fact that the 'above ground' farms giving me trouble are on level "-1", whereas the above ground farms that work, are on level "0" of the same plane.

Potential bug?
Or am I missing something silly, like the fact that above ground farms on levels <0 just won't work?

Just noticed, it's 1:30am my time, so my mental state may be playing tricks on me.
I'll play around with a few more combinations to see if it was the pond zoning process, size of farm, or something weird like that that's causing the issue... after some sleep. :]
Thoughts still welcome though.

Round two with this issue... what I've learned today:
Above-ground farms on z-level -1 work fine, but only if I attach a staircase to the channeled area in which the plot sits. The staircase has to lead to the level above, which must also be outside.
For some reason if I channel an area, tunnel to it, build the plot, and then try and get the dwarves to plant anything therein, they ignore them.
They can still fertilize the farms, and walk through / over the farms, so I don't think it's a pathfinding issue.

Any thoughts or suggestions?

Does it have something to do with the plot overlapping soil and rock? That is, if you make separate plots, one that's just on soil, and one that's just on rock, then do they work?

Wow. Hit the nail on the head... didn't think it would be something so simple.  Is this and old bug I've just never run into before?
I guess come to think of it, any time I've ever farmed before It's only been on either 100% dirt, or 100% muddy rock... never a mix.

I had a similar problem, it turned out to be the biome - farmers wont be able to grow any surface crops in a mountain buiome, and I've been told it's the same for glaciers as well, it's too cold. If you get the 'no seeds available for this location' message, that might just be it. (Well, it's something like no seeds available for this location anyways.)
