Can't embark with weapons?

I saw a post about this earlier but it seems to have died...

I made a new civilization from scratch, but it can't embark with any equipment! Not even pickaxes or clothing.  :(

The other civilization I made can use stuff just fine, which is weird. Any ideas folks? (I'm hoping someone knows without me having to post the entire creature and entity entries)

Hmmm. Make sure you have some compatible material preferences and that they actually have access to said weapons.

Okay I got all that... but it still doesn't work. Argh.

Okay the only thing I changed... was that I didn't have the [ADJ:] token in one of my metals... I'm not sure if that's it or if it's just because I genned a new world, but it works now  ;D
