If you're going to mention letters, I'll mention all the possibilities I have on my keyboards.

Ö is an actual character on the keyboard even! Go go keyboard!

Ah, Iceland.  I was there long enough to grow to appreciate weather that gave me every excuse to stay inside.  Not that there was much to do outside on the military base.

Ha, how many of those you know how to pronounce?
I can pronounce the following:
"åäöæü" and "ë" if you accept Russian pronunciations(that not actually being a Cyrillic character)
As a added bonus I can pronounce the character "õ", which you didn't list. I left out the acute letters because those are just stressed pronunciations of the normal variations.

Watch as he is missing something stupid like x or q or something.

Alas, I can only speak English. And my made-up space language.

I speak English well. I know some French, too, though people who do speak French tend to do so very quickly ... also, living in Montreal for the past four years really hasn't given me a leg up in my French practice.

I, like many others, can only speak English fluently.  However, I do know a fair bit of Spanish, a tid-bit of Japanese, and smatterings of Lithuanian (grandmother), Latin (freind), Pig Latin (doesn't really count) and Newspeak(doubleplusgood).

I speak Swedish and English fluently and understand a (little) bit of Japanese (though I'm planning on learning it completely eventually).

The Swedish school system would normally have made me take another language (out of German, French and Spanish at my particular school) but I managed to weasel my way out of it (though I came to regret it later on when I became more interested in language).

Norwegian and English fluent. A little Italian, and very little Russian. A few phrases and words in other languages, like German. (I once counted the languages I could say "goodbye" in. Many!)

And so on.

That's only european keyboards apparently, mine has no function to get special characters other than alt-number.

And to be sure, this is the kind of keyboard I have, and you can tell just by looking there's really no special button to press.

Yours is a weird, weird keyboard, says I.

Still, I think I can make out some possibilities.

Try shift + 6 + e
Should be something like ê.

If this is not the case, I am of no help to you.

"getting special characters" is not keyboard-dependent. you just need to activate new languages in windows, so it would support new characters.
ą ę ó ł ć ż ź ń ś  (Polish style)
or
Это очень просто! (Russian style)

You do need to remember where each character is on your keyboard, though...
