So I'm thinking I want to build a massive tower-top tomb for my dwarf leader, in the center of a massive electrum water-tower, which would have to be drained in order for anyone to ever reach the Lord Mayor.

Could enough gold be dug/bought to make this viable? The pseudo-silver ores can fill out the silver element, easy, but gold could be a major stopping point.

Sure.  Order a lot of gold/electrum from the dwarven caravans.

Although I'd personally suggest billion myself, if you have a lot of tetrahedrite on hand.

Billon would be cool, but it doesn't have the raw "Check this out, mofo" of a tower made of an incredibly valuable alloy of Gold and Silver.

With a cool name like Electrum, too.
