Aha! This explains why the human guild rep for two seasons now has milled about aimlessly for what seems like forever. My mayor is also the broker. Whenever she's free to pick up the "conduct meeting" job, it seems that the stupid administrator gets priority. The mayor is way more agile than the administrator, who takes forever to get there. By the time she arrives, the mayor has already flitted off to some other task I can't turn off like releasing an animal.

I finally managed to Remv Cre the animal task and the mayor went back to conducting a meeting while the administrator was still close by. I locked them both in the office. Hopefully after this, the guild rep will come calling.
