Ha, ok I've figured it out! The first floor or the water table behind the waterfall is an aquifer held back by a thin layering of dirt wall. All I need to do is build a protective cover under the waterfall in winter to make it flow farther out before dropping down so it protects the builders as they build the floodgates in front of this dirt wall, then from the dirt layer above I channel into it releasing the water next to the flood gates. Then I dig out the big box room area for this floor above for the water to be situated in and in the winter of the next year I dig into the ice and channel into this 2nd floor letting the water to flow into that as well and sit behind the 2nd floor of flood gates I'll have built by then. Finally in the 3rd year I'll place floodgates on the top 3rd level holding back the usual water flow.
The main river will be tripled in its total withheld water. Its water will then be channeled from farther back to overflow the side rivers up to its level to be held back by floodgates as well.
