With the obvious exception of Goblins, I seem completely unable to get any other civ wars, which really makes me sad, as I want to get a platoon of Drunks and train into hard-core warriors stained in elf blood. Can anyone tell me the odds of getting a civ war, or better yet, a seed with a war going on?

Its got a bit to do with luck, because civ wars occur during world gen and most of them have ended when the world is made, you're best bet to participate in an actual war is to wait until the Army Arc is completed, but otherwise, go to Legends mode and look in the latest Age for wars that haven't got '[civ name] accepted a peace offer from [other civ name] in [year]', then find that civ in Adventure Mode and talk to a leader, you should be able to get quests from them to kill a member of the opposing civ
