It would be awesome for the hammerer to use this on unruly taxpayers, but because unruly taxpayers don't exist in the game yet and the hammerer is overall dangerous to your fort as a whole. So I'm just going to give this thing - my first artifact weapon! - to my best and only hammerdwarf.
