Fix the map compressor

As you can see it's about 8 months old and does not work in vista, I have little to no programming experience and so I thought I would bring it up here in case someone that reads it does.

I have Vista and have used it without problems.

It's not broken.  You have to have the .NET Framework 2.0, which is generally a requirement for any of the nifty utilities of DF (and a LOT of other stuff as well)
AFAIK, the .NET Framework installers aren't backwards friendly; you have to install with the 2.0 installer to get 2.0, install with the 3.0 installer to get 3.0, etc.
