[40d] Cats Claim Injury While Unharmed

Once I had upgraded to 40d, I got job cancellation messages like this:
Tulon McCat cancels job: too injured.

Yet when I zoom to Tulon McCat, the creature is perfectly uninjured and carrying vermin.  This keeps happening to multiple cats.
