We have a disturbingly large percentage of situations where the suggestion is disproved by the very next player. Is that supposed to happen?

It's been pretty par for the course.  Of course, it'll get less likely as people learn what the next person has and stop asking for those cards.  On the first turn it's almost completely up to chance.
