It's funny, really. I search and search for a good site normally and I come up with nothing, but when I search for it while thinking about a succession game...
I find great spots everywhere.

City 17 is a reference to the setting of Half Life 2, a First Person Shooter for the PC and XBox 360. It is regarded as one of, if not the, best FPSes. City 17 itself is controlled by an alien race called the Combine, who use humans as slaves and use them to turn them into mindless alien/human hybrids. In this game, we will emulate City 17's rigid structure, treating military dwarves as the Combine and normal dwarves as slaves (which they are anyway but now no legendary dining room). City 17's most notable feature is the large, steel tower which dominates the city's skyline, which acts as a central hub for all the Combine.
If you'll note, Breen, the Mayor, is already taken. This is because in Half Life 2, Dr. Breen is the Administrator over City 17, despite being a human. The reason is because after the portal to the Combine's homeworld open, the Seven Hour War ensued, and Breen negotiated Earth's surrender.
(There's an interesting point to note here: Although Breen handed over humanity, you have to take into consideration that he felt it was either slaves or destruction, and that there would be no hope for the humanity either way, but at least this way they can keep on living.
It has been described as the Combine's ultimate goal is to enslave the human race and absorb the earth for all it's resources. Oddly enough we don't need to alter the setting in any way to fit that.

The setup of the City will be as such:
Central tower, with stairs leading down into the city. Must be made of obsidian or steel! NO EXCEPTIONS.
Far-off building where Dwarves go to become part of the military and train (Also known as Nova Prospekt)
A lava moat - Just to be more opressive
Dwarves get a basic, 2x2 or 1x3 room with a door and a bed.
Legendaries get a 4x4 or 3x5 room with some furniture.
Nobles get what they want.
Refuse pile is next to bedrooms. (I know, right?)
No smoothing outside of nobility's quarters
No waterfalls
No pets - Dwarves with pets either get killed or drafted.
Military dwarves get a 5x5 room with some furniture.
Future problems:
1. Dwarves might get upset at the lack of amenities and basically riot
2. The economy might be trouble. But I doubt it.
Turn order (Turn length is 1 in-game year or 1 real-life week.)

By the way, you don't become mayor once you take over- I'd say write from your dwarf's perspective.
Remember: This is a chance to be a dick to your dwarves for no reason.
However, if you screw the fortress beyond all reason, you'll revert to the last save.
