Hmm, why is there the [SPEED] tag missing? Or is it unnecessary? What is the creature's speed if it doesn't have this tag?

1000. The base speed is 1000, if they don't have the tag they just use the base speed.

Oh yeah, it was supposed to be fast? Just put in the [SPEED:900] tag in there.

Default speed is 900, according to the wiki. Without any modifiers (agility stat, stunned, etc.), creatures with default speed (900, if you have the attention span of a fruit fly) move one tile every ten frames.

The vanilla raws tend to use 700 for "a bit faster than usual," so use that if you want it like that.

Well, 700 is elf speed. I guess the osangs would be faster than an untrained elf.
According to Boksi's raws they're nearly extinct. The surviving ones should know how to run! ;D

Well, it sounds like it should be [STOUT], as well as having an attack that uses its body to deal 1:6 bludgeoning damage.  Also, I think the GRASP attacks should be called slaps, and copy them a few times to decrease the frequency of the body slam.

Also.

It basically runs away from your dwarves, but if it gets attacked, it defends against the attackers, but does not continue the rampage when the attackers are gone.

I should point out that once a creature has managed to kill a Dwarf, they will begin to hunger for MORE.

I just started playing Dwarf Fortress and don't know anything about creatures or making them. Am I asking the impossible? Is it maybe too weird? Tell me what you think about the shimmering blob of doom. ;D
Edit: What happens to a non-breathing, non-swimming creature? Does it walk on the bottom of a river or what?

It seems rather interesting, and FYI biome tags define whether or not something spawns in a river.

Well, I don't think it should spawn in a river. That wouldn't make much sense. But you could catch one and throw it into a river.
Would the creature walk on the bottom and survive? That would be kind of cool. ;D If it's possible, you could theoretically make a crab and let it walk on the bottom of oceans and such. I know that crabs breathe, but I don't want them to drown immediately.
Just a random idea, not really fitting for this thread. I just wondered. ^^

I meant a civilization in the sense that they'd have [INTELLIGENT] replacing [PET_EXOTIC][trAINABLE]
I think it would be interested to be seiged by an army of evil bird people with three eyes and twice the lungs of a human.
Also, is there a way to make it so that they have arms AND wings?
