Length of infancy

If I had a tag of [CHILD:12], does it means that the rate of progression from child to adult is 12 years, or something else in a multiple of 12?

Changes NEVER require new worlds.
Adding/deleting does.
But you'll get permanent children if you set it lower and have some children between that age and 12 already.
