It is also a strange possiblity that while Luis may not have committed electoral fraud, but one of his followers may have. In any event, I think the most likely person to commit electoral fraud is here:

--VanPicasso, registered Sept. 10th, left Carson City, USA, moved over to Thailand and joined the party and voted in 7:48. Received 15 USD from Juca da Mursilha, another account made in US on Sept. 10th, and gave 15 GOLD it to IgorAlexandre, who does not seem to be a multi, but rather the controller, and the Gold came from the sending of invites.

There is still a possiblity that this may be legit too (if he asked people on a forum), but again, it's still suspicious enough. Remember, if it goes down the wire, all we have to do is disqualify 2 vote. If VanPicasso and IgorAlexandre just gets banned, we win. Banning only one vote means that it's a tie, and ties are resolved in favor of the incumbent.
